The United States Senate officially passed the Postal Service Reform Act on March 8, 2022 with a 79-19 vote. The bill removes the outdated pre-funding requirement for retiree health care benefits, merges Medicare with the United States Postal Service (USPS) retiree health benefits program, specifies the obligation by the USPS to deliver mail six days a week, and involves more accountability and reporting requirements.

Postmaster General Louis DeJoy set out a 10-year strategy not long after taking office in 2020 to move the USPS back toward financial solvency. The top-tier components of the strategy were to integrate Medicare with health benefits for employees and eliminate the pre-funding mandate as mentioned above.

When the Senate passed the bill, Postmaster DeJoy shared his approval by stating the following: “With the legislative financial reforms achieved today, combined with our own self-led operational reforms, we will be able to self-fund our operations and continue to deliver to 161 million addresses six days per-week for many decades to come. I thank the Senate and our Committee leadership that broke the 10-year logjam which has long constrained the finances of the Postal Service.
